THE FACILITATOR
Jeff Tumlin is a Principal Partner at Nelson\Nygaard, leading the firm’s national transit-oriented development (TOD) and Smart Growth practices. From the neighborhood to the regional scale, Jeff helps regions and cities manage future congestion by locating development where it will have the least traffic impact. He has developed downtown and citywide transportation master plans for cities such as Trenton, NJ, Palo Alto, CA and Seattle, WA that recommend the best mix of transportation investments to achieve local growth targets. In Trenton, for example, he restructured the city’s transportation performance measures to prioritize economic development and social justice over intersection Level of Service. As a lead planning consultant to the Bay Area Rapid Transit District (BART), Jeff co-authored their Transit Oriented Development Guidelines and Station Access Guidelines. He has also led the transportation component of transit oriented development plans for over fifty station areas around the country, including stations in, Seattle; Vancouver, BC; Portland, OR; Los Angeles; Washington DC; Kansas City; and San Francisco Bay Area regions. Jeff also has extensive experience designing transit and transportation systems in rural California. As lead planner for the Yosemite Area Regional Transportation Strategy (YARTS), he worked in communities throughout rural California counties to help implement YARTS with the aim of maximizing the economic benefits to gateway communities.
