PACTS capital projects policies and procedures document
The primary purpose of our Transportation Improvement Program Policies and Procedures for 2017 and 2018 Document is to describe the process for selection of PACTS “MPO Allocation” and PACTS FTA-funded projects. The 47-page document provides details on our programming policies, our project management policies, Federal Transit Administration funding, coordination with MaineDOT and the Maine Turnpike Authority, and a glossary of transportation terms. In 2017 we will use this document for the selection of 2020 and 2021 projects.
We program the FTA funds on an annual basis, and program the FHWA funds for a two-year period. During 2016, PACTS programmed $22 million in FTA funds that were available for use in 2016. In July 2016 the Policy Committee programmed FHWA-funded projects worth $10 million for construction between 2017 and 2019. We work within PACTS’ regional budgets for collector road preservation paving, intersection improvements, road reconstruction, transit capital and bicycle/pedestrian facilities.
