Planning Work Program
The Unified Planning Work Program (UPWP) describes how an MPO intends to spend its Federal planning funds, reflecting local priorities. It identifies transportation studies and other planning tasks that an MPO undertakes every two years. Each MPO must produce a UPWP every odd-numbered calendar year.
The UPWP or Work Plan defines the transportation planning activities that will be performed during a two-fiscal year period. FHWA, FTA, State and local funds are used to support the majority of these tasks. The Work Plan reflects the federal regulations and requirements.
During the current UPWP (Fiscal Year 2006-2007), PACTS has been focusing on the following planning priorities:
(1) continuing to implement the highest priorities of Destination Tomorrow – the PACTS regional transportation plan;
(2) further revising the TIP process to better reflect the goals and intent of Destination Tomorrow and modifying the funding allocation programs in response to experience in the 2004/2005 period; and
(3) continuing to update the Destination Tomorrow plan to reflect the 2002 expansion of PACTS from seven to 15 communities.
