As the federally designated “metropolitan planning organization” (MPO) for our region, PACTS leads a continuing, cooperative and comprehensive multimodal transportation planning process. This work is organized in a Unified Planning Work Program (UPWP) which we develop biennially with participation by our municipal and transit organization members, the MaineDOT and all of our stakeholders.
PACTS develops regional studies for planning, and solicit planning proposals from our member municipalities and transit providers with importance to the region and their local needs. We use a proposal ranking system to evaluate the regional priority of the planning studies’ intended outcomes relative to the five Policies of Destination Tomorrow. The highest ranking studies are then funded with a combination of federal, state and local funds, and completed over the next two-year period. Many of our studies lead directly to a proposal for a capital project that will improve transportation in the region.
The 2014-2015 UPWP funds 30 studies. Of these, 22 studies are funded with help from the Federal Highway Administration. Eight other UPWP studies, which are funded with help from the Federal Transit Administration, are described in UPWP Chapters 5 to 9.
